"This statement underpins the
Skills for Care leadership and management training strategy. Skills
for Care recognises that there are common behaviours, skills and
knowledge required for leaders and managers across all sectors.
The statement identifies what
is particular about leading and managing in social care.
This is important as leaders
and managers are working in and across an increasing range of
organisations with a remit for funding and providing social care
services that are person-centred, seamless and proactive. In addition,
they must support people who use services in taking increased
responsibility for their own care, for example by managing their own
services through direct payments.
People who use services have
said that leaders and managers should:
"Show the way, keep people on
board and together, listen to customers, make change happen and get
results through the best use of people, money and other resources."
Effective leadership and management are essential
to manage the complexity of social care arrangements. This can mean
managing staff from different professions and disciplines across
integrated and multi-agency settings and within a range of
partnerships. "

Mapping of leadership
and management standards for social care. (Revised 2006)
A Skills For Care product
"This map
has been developed to underpin the Skills for Care Leadership and
Management strategy and an integrated approach to learning and
development. It can be used as the basis for developing person
management specifications (see product 2) and to decide which learning
opportunities or qualifications are appropriate for leaders and
managers (see product 5 Continuing Professional Development). It will
also underpin the Skills for Care Signposting System for leadership
and management, which is currently being developed.
Organisations and individuals can identify which standards and
competences apply to a particular role by selecting from the following
range:
-
generic leadership and management
standards developed by the Management Standards Centre and approved
in May 2004
-
specialist standards which have been
developed for social care, social work and other relevant sectors
-
partnership working standards from
across a range of relevant sectors."

Qualities Framework has been developed specifically for the NHS and
sets the standard for outstanding leadership in the service. It
describes the qualities expected of existing and aspiring leaders
both now and in the future. The framework can be used across the NHS
to underpin leadership development, for individuals, teams and
organisations.
